In March 2009 Under Thomas' Leadership the Take The LEAD Program was launched at Finney High School to address issues of youth violence and substance abuses. These issues must be addressed across our city and state to prepare children competition in the 21st century global community. The City of Detroit Bureau of Substance Abuse Prevention, Treatment, and Recover (BSAPTR) is the largest of 16 Coordinating Agencies (CAs) located throughout the State of Michigan. The State has organized its approach to addressing substance abuse/use through quasi-public agencies called coordinating agencies. Over the last 2 years Tommy has served as the Manager of Prevention Programs in Detroit's Department of Health and Wellness Promotion. He has worked tirelessly to raise community awareness and develop programs that reverse the trends of substance abuse that tragically impact so many friends and neighbors and families. His first step as manager was to develop data to effectively assess the problems which is reflected in the Prevention section of this report. "Government needs good data to effectively target programming and develop policies that deliver results", he states.
